- Citizen of an eligible TaiwanICDF partner country (Indonesia is eligible)
- Must apply to one of 32 designated programmes at 18 partner universities
- Bachelor's degree for Master's applicants, Master's degree for PhD applicants
- Not a current ROC citizen or resident of mainland China, Hong Kong, or Macau
- Online application through TaiwanICDF portal (not via TECO)
- ICDF handles university placement — you do not separately apply to the university
