- - Must be enrolled at a higher education institution with a student exchange agreement with a Japanese university
- - Participating in an inbound short-term exchange program (8 days to 1 year)
- - Cannot participate solely for language courses — must be a degree program exchange
- - Good academic performance and character at home institution
- - Unable to finance the exchange solely at own expense (financial need)
- - Will return to home institution to continue studies and obtain degree after exchange
- - Total monthly allowance from all scholarships must not exceed ¥80,000
- - Must be able to obtain a Student status of residence (or any status for exchanges ≤90 days)
